In my opinion, shoulder-in is one of the most difficult movements to teach to students of dressage. However, in saying that, the outside hind will be able to push a little bit more since it is carrying less weight, but if it did the majority of the pushing then it could unbalance the horse and push it to the inside as though it was going to fall-in on a circle.
